I like Reinhart here, looks like he'll be an NHL dman, will ge tthe oppurtunity to be an NHL dman and has good upside. In terms of the other ones, Vatanen and it seems like Barbeiro obviously have big offensive upside but I like a safe pick here so I'll go with Tyson Barrie and if not him then McNabb.

Not Blum, Merrill has some red flags, if you're gonna pick an Islander then Reinhart so not Donovan/de Haan.

Looking at the catagories, I would be taking Reinhart and McNabb. Both have huge upside and the fact your reward PIMs make both very attractive in your league setup.

How do you guys determine "upside" I'm sure everyone is a bit different but I'd like to hear personal opinions (not of players but just how you would come up with upside potential).

McNabb for sure - he's closest, and will be valuable with your scoring categories.

I really like Vatanen too and feel he could have an immediate offensive impact. Won't get you PIM or any of those stats, though.
