What are the stat categories? Straight points? Head-to-head? Include blocked shots and what not?

Need to know what your scoring categories are, as stated above. Also depends on what his definition is of a decent prospect. How many teams in the league? Protections? Dynasty league. Salary Cap.
As you can see there is lots of factors in making a decision. St Louis has a couple years left but Vokoun is going into a back-up postion.

I don't know enough about this type of league to comment on most of the people...
But as a Habs fans, I'd be very wary of trading for Plekanec. He's not the number one centre with the Habs any more and has seen his numbers go down in the last few years. He's not great at face offs (never really above 50%), and his plus-minus has been a combined -11 the last four years (including a -15 last year). I don't think he will ever get back to his 70 point season from a couple of years ago. I'd be very cautious about giving up a good prospect or a guy like Jack Johnson for someone like him. Like I said, I don't know enough about these types of leagues, so maybe he's a better fantasy player then I think.

I'm liking Ribeiro in this scenario. If he's willing to move him for only a good young forward, it sounds like you'd win the trade for sure. Start with a nice low offer and bring up the fact that he won't have great wingers in Washington.
St. Louis is still solid and Plekanec had a down season, but unless you're really pushing to win next season, I'd hold on to the draft pick and look to the future of the league. As for Vokoun, what kind of value does he even bring to your team?
