1. There's no 10% over the cap this summer because of the lack of a new CBA. We don't know how a future CBA might handle the matter.
2. Assuming that same rule will be applied next summer (and going forward), that's the thing that could be used for other stuff. Regardless, it hampers them, just as it should. It was a cap circumvention deal and now it's biting them in the ass.

The other pro leagues in North America use 50% and work just fine. There are more owners losing money than making money, so that is a dealbreaker for them. Even if they do a rollback they will still be able to have the cap at where it is now through various tools and whatnot. Either way, the Flyers have a big rope around their hands and it's called Pronger. Saying that it might benefit the Flyers because "oh, we couldn't even overspend the cap anyway so we're closer to some random rollback" is just illogical nonsense. IF there is a rollback then it will affect EVERY contract in the league and the Flyers are still in the exact same spot as before relative to everyone else.
