We have a 12 team cap hit keeper league and we are set at 14 forwards, 7 dmen, 3 goalies. Max 24 players.
We cannot make any FA pickups during the off season until draft day.
A question has come up on if we're allowed to make a trade during the off season where one team could exceed the max 24 players ( i.e. Team A trades 1 player for 2 players from Team
B. Team A would now have 25 players)

Our draft is usually a week prior to the season starting.

Our thoughts on this is that it allows teams to hoard players until the season starts so they are not picked up in the draft. Once the season starts it costs to pickup an FA player.

We've thought of making a rule that all teams must be at 24 players prior to the draft.

I'm curious to know if how other dobberites handle have handled max # players or exceeding of maxes in their leagues.

We have similar roster sizes (12F, 7D, 3G) in one of my leagues, and the rule is you can keep all of your starters plus 3 on the bench. You can have as many guys as you want on your roster in the off-season but have to be under that limit the week before the draft. The week gives all of the owners enough time to see who has been dropped.

did you ever conduct a poll or hold a discussion thread to let everyone express their views ?

allowing gm's to go over the roster limitations in the offseason could help create more trade opportunities.

maybe have it known ahead of time that 48 ? 72 ? hours after draft completion all teams must comply with the 24 man roster limit.

during that 48 / 72 hour window, teams already over the 24 man limit cannot make any moves to aquire new players until they comply with 24 man limit.
