Is the point to be at 30 before the draft or at 35 after the draft? I just drafted up to 31 and then moved away my 5th pick of the dispersal draft; I'll still be at the same number, just thought I would rather one more dispersal pick and one less third rounder in the expansion draft.

You have to be at or below 30 players before the entry/rookie/expansion draft (Sept. 17 @ 10pm EST to be exact). In most cases teams started with 25 players and drafted 7 rounds, so everyone would be at 32 (not counting trades). Then we draft 5 rounds putting us up to 35 after the entry/rookie/expansion draft.

I don't think you're allowed to have the choice to keep 31 and draft 4 entry draft rounds.

The dispersal draft should be thought of as a completely separate draft - normally there isn't one, so we would have to be at or below the 30 player limit before the entry draft.
