For this year only in a wins only weekly start league, I own Luongo and have been offered Halak for him, I'm considering pulling the trigger since it's almost impossible to trust Luongo in a weekly start league.

I'd rather have Luongo. Both goalies will have their games played stat eaten into, so I'm not to worried about the fact that Luongo loses starts, because so to does Halak. Also with the idea of a potential Luongo trade, it actaully increases his value as it would give him more starts with which ever team acquires him, and I believe in Luongo to be able to play up to his usual standard where ever he goes. And if Luongo stays in Vancouver I prefer that over Halak in St. Louis.
