This new league, currently with eight owners, is seeking twelve owners for a two-tier, H2H, CbsSports hosted league. I firmly believe that this league can challenge and interst both the hard-core and the non-hard-core hockey fan alike.

The draft is tentative for Saturday, September 15th.

Head-to-Head league, 2 divisions, "Premier - top division" and "Championship - second division" with 10 teams in each.
Year One the (2012-13 season) will see all 20 teams in one league. Each team will play all others twice. All teams will play two games a week. At the end of the season the teams ranked #1 - #10 will enter the Premier League for the 2013-14 season. The teams ranked #11 - #20 will enter the Championship League for the 2013-14 season.

Once both leagues are formed they will follow these same rules:

22 pro player roster size per team.
12 active players consisting of - 6 forwards, 4 defensemen, 2 goalies.
10 reserve slots.

Points:
+/- - Plus Minus .5 points
A - Assists 1.5 points
G - Goals 4 points
SOG - Shots on Goal .2 points
PIM - Penalty Minutes 0.3 points
PPG - Power Play Goals 2.5 points
SHG - Short Handed Goals 2 points

GA - Goals Against -0.5 points
S - Saves 0.1 points
SHOL - Shootout Losses -1 point
SHOW - Shootout Wins 1 point
PIM - Penalty Minutes 0.3 points
A - Assists 1.5 points
SO - Shut Outs 1.5 points
W - Wins 3 points

KEEPERS - Five players, no limit on position, kept for a maximum of three years. (Duplicate players due to promotion and relegation are handled in the full rules.)
Both league will run weekly, Mon-Sun, for 23 weeks. The Playoffs start on week 24.

Preimer: Two divisions of five teams each. The playoffs will consist of six teams, the two division winners receiving byes to the second round. Playoffs are three weeks long and will determine the Lokomotiv Cup winner, who will win a hockey jersey of their choosing.
At the end of the season the bottom three teams, ranked by overall standing and regardless of division, will be relegated to the Championship.

Championship (second division): One division of ten teams. Three teams will be promoted to the Premier League.
The division winner and the second place team automatically win promotion to the Premier League.
The teams ranked #3 - #6 will play in a two round playoff to determine the third promoted team.

Fees:
$5.00 per owner for the 2012-13 season only.
From 2013-14 and onward:
Premier League: $25.00 ($10.00 for the league, $15.00 for the trophy – a hockey jersey of the winner’s choice).
Championship: $10.00 for the league fee.
All promoted teams will not have to pay the Premier League fee. These teams will only have to pay the trophy fee.

At the beginning of season three (the 2014-15 season) the league will institute a "League Cup" tournament for those teams that finish #7-#10 in the premier and second leagues. This will also include the two teams in the Premier and Second leagues who lose in the first round of their respective playoff bracket.
All Teams ranked 7th - 10th will play in the first round of the tournament. The winners will play the four teams that lost in the first round of their respective playoffs (aka - these four teams receive a by into the quarterfinals). From there it is a standard tournament bracket. The winner will receive a trophy and prize ( I have yet to determine what that will be).
