No collusion. If player A uses his first waiver wire pick to grab a player who he then flips for a better player it's pretty genuis and legit. Player A loses his waiver priority but is able to upgrade his team in doing so, player B gets the trade he wants as well. Both players presumably end up with a team they legitimately prefer. I can see the guy with #2 waiver priority being upset about it if he also wanted the guy off waivers but that doesn't make the shrewd dealing by player b collusion.
