Because he's a 5.5M cap hit until 2014/15. He's a third line C and while you say he's knows what end his goalie plays in, he's still a -22 player. While he may know where his goalie is, he isnt helping him enough. He cashed in one his one good season, limited offensive ability and his defense has progressively gotten worse.
Belanger's contract at 1.75M is only until 2013/14. I would much rather ride that contract out then Horcoff's.
