Yea for sure.
The thing inside the package is just an extra measure... If they open it up its probably getting seized so kind of futile IMO but if you do a box within a box it could make a difference.
Don't have experience with shipping beer but I do buy/sell over $10k of paintball gear (something else which isn't always easy getting across the border) every year, primarily us-Canada transactions and have never had any issues as long as you make sure to do a few things.
1) pack well (obviously)
2) don't declare exactly what you're shipping (even more obvious with beer)
3) stay the hell away from ups
4) mark items as a gift - sometimes can help to enclose a card of some sort. Cuts down on custom fees and I've found they are less likely to be flagged.
